Scum of the Earth is an independent documentary film directed by Phyllis Redman and produced by Gary Monroe and Eric Breitenbach. It was filmed over a three year period at the Palace Mobile Home Park in St. Petersburg, Florida.

Over 100 registered sex offenders live at the Palace. Many have recently been released from prison after serving many years for their crimes.

These offenders cannot return home or to their families because of housing restrictions that prohibit them from living within 1000-2500 feet of schools, playgrounds, day cares, and other places where children congregate.

This is a film about the unintended consequences of that law.
